General context and purpose
For over 30 years INTERSOS has operated in emergencies and crises to deliver lifesaving and life-sustaining multi-sector assistance. As humanitarian access becomes more constrained by violence and bureaucratic obstacles, enabling safe access and program continuity in hard-to-reach, high-risk contexts is a priority. The Advisor is a senior technical role that combines humanitarian access expertise with safety and security management and strategic analysis. The post will support country teams to maintain operational presence and programmeme continuity, provide technical recruitment and performance oversight for national access/security staff, and manage mandatory induction and training cycles for deployments.
A key part of the role is to strengthen the capacities of INTERSOS local partners to ensure a coherent, principled approach to risk and access. The position is part of the Frontline Initiative funded by The Netherlands Refugee Foundation and includes project management responsibilities for that initiative.
Main responsibilities
- Humanitarian context analysis: monitor operating environments, identify threats, assess vulnerabilities, produce analyses and scenarios to support strategic and operational decision-making, and lead in-depth reflection papers when requested.
- Humanitarian access management: support regional and country teams to design and implement access strategies; produce internal guidance, tools and context-specific guidelines; advise on principled negotiation with authorities and armed actors; deliver access trainings; document and share lessons; and represent INTERSOS in global access coordination mechanisms.
- Safety and security management: lead identification, analysis and mitigation of security risks; guide country teams on security risk management, emergency preparedness and contingency planning; support incident notification and analysis; participate in Incident Management Teams for major crises; advise operational line during emergencies; maintain a network of security focal points and external contacts; manage access/security dossiers for staff deployments and ensure mandatory inductions and trainings; act as functional manager for Country Access and Security Coordinators/Managers, including technical recruitment and performance evaluation.
- Capacity strengthening: extend security and access capacity to local partners, design and deliver regular trainings on humanitarian principles, context analysis, conflict-sensitive programming and negotiation; design and update training materials embedding gender-sensitive approaches.
Required profile and experience
- Advanced university degree (Master’s level) in a relevant field, or equivalent professional experience.
- At least 7 years of experience in international humanitarian assistance with proven leadership in security management and humanitarian access in complex crises; previous INTERSOS experience is a plus.
- Proven skills in context and conflict analysis, access strategies and negotiation, programme criticality assessments and working in politically sensitive environments.
- Strong knowledge of International Humanitarian Law (IHL), humanitarian principles and security risk management with gender and conflict sensitivity.
- Ability to adapt training material and transfer technical knowledge through mentoring, coaching and training diverse audiences, including local partners.
- Excellent analytical, communication, negotiation and cross-cultural influencing skills; demonstrable problem-solving capacity and proactive approach.
- Willingness and ability to travel frequently to fragile or conflict-affected contexts (at least 4 field visits foreseen in the 12-month period).
- Fluent English and French are mandatory.
General conditions
Salary range: grade 12 - €3,690 - €4,245 monthly gross.
