Role overview: The MEAL Senior Officer will support the design, standardisation and upkeep of robust MEAL systems across CESVI’s programmes worldwide, with a strong emphasis on humanitarian responses. The contract starts in August 2026 and the role reports to the MEAL&TA Manager. The Officer will work closely with programme staff in country missions and coordinate with country-level MEAL functions as relevant.
Main responsibilities
- Lead and provide technical inputs for assessments (initial, rapid, in-depth and ongoing needs assessments), including drafting ToRs, defining data collection protocols, developing tools and overseeing data collection.
- Design, implement and support monitoring and evaluation systems for ongoing projects, including development and maintenance of M&E plans, ITTs and MEAL workplans.
- Ensure accuracy and quality of reporting and provide oversight on reporting processes.
- Support the roll-out and strengthening of Accountability to Affected People (AAP) systems following Global AAP guidance and tools.
- Contribute to selecting and setting up digital data collection systems and create an indicator-based library for standard reporting.
- Develop and implement knowledge management activities for humanitarian programming, including learning exchanges and targeted trainings.
- When requested, conduct data quality assessments and data protection impact assessments.
- Lead external evaluations (draft ToRs, select consultants) and conduct internal evaluations, promoting learning and good practices across missions.
- Advise on organisational structures to ensure MEAL coverage and provide induction and technical support (remotely or in person) to new and existing staff.
Essential requirements
- Master’s or Bachelor’s degree in Economics, Statistics, Political Science, International Development or related field.
- At least 5 years of MEAL experience in humanitarian or development contexts, with proven results in both settings.
- Strong knowledge of the Humanitarian Programme Cycle and associated MEAL activities.
- Advanced skills in conducting assessments using qualitative and quantitative methods.
- Proficient use of digital data collection tools (e.g. Kobo Toolbox, CommCare, Red Rose) and visualization tools (e.g. PowerBI).
- Solid understanding of data protection principles and related risk indicators.
- In-depth familiarity with the Cluster System and international coordination mechanisms.
- Strong command of logical frameworks, Theory of Change and institutional donor standards (EU, UNHCR, UNICEF, UN, etc.).
- Experience contributing technically to project design, logframe and indicator development.
- Experience in remote management and remote training/coaching of MEAL staff.
- Willingness to travel frequently and undertake field missions (approximately 50% of working time).
- Fluency in English at C1/C2 level; working knowledge of a second language (French, Spanish or Arabic).

CESVI maintains zero tolerance for any harm or exploitation of children or vulnerable adults. Recruitment includes thorough vetting such as criminal record checks and disclosure of previous convictions to protect beneficiaries.
Health safeguarding
CESVI monitors staff health for suitability before missions; medical clearance for each mission is carried out by the Organisation’s Occupational Doctor.
