Position overview: The MEAL Senior Officer will set up, standardize and maintain robust MEAL systems across CESVI's global programmes. The role supports ongoing and new humanitarian responses and contributes to strengthening CESVI's MEAL in Emergencies system following global MEAL tools, guidance and standards. Start: August 2026.
Reporting and coordination: The post reports to the MEAL&TA Manager, works closely with country mission programme staff and coordinates functionally with any MEAL Functions appointed at country level.
Work location and travel: Activities may be carried out from CESVI HQ or remotely. The role is expected to include about 50% field missions to CESVI countries of operation. CESVI may request attendance at in-person meetings or trainings at its Bergamo and/or Milan offices as needed.
Main responsibilities
- Lead and provide technical inputs for assessments (Initial, Rapid, In-depth and continued in-depth needs assessments), including drafting ToRs, data collection protocols and tools, and overseeing data collection activities.
- Design, roll out and support monitoring and evaluation systems for projects, advising on M&E Plans, ITTs and MEAL workplans.
- Ensure accuracy and effectiveness of reporting.
- Develop and deploy Accountability to Affected People (AAP) systems in line with global guidance and tools.
- Support selection and set-up of digital data-gathering systems and build an indicator-based library for standard reporting.
- Help develop a knowledge management structure for humanitarian action, including learning exchanges and trainings.
- Conduct data quality and data protection impact assessments when required.
- Lead external evaluations (drafting ToRs, selecting consultants) and conduct internal evaluations when agreed; promote internal learning and good practice sharing across missions.
- Advise on organisational setup to ensure adequate MEAL coverage and provide induction and technical guidance to MEAL staff, remotely or in person.
Essential requirements
- Master’s or Bachelor’s degree in Economics, Statistics, Political Science, International Development or related field.
- Minimum 5 years of MEAL experience in humanitarian or development settings with proven track record.
- Strong knowledge of the Humanitarian Programme Cycle and associated MEAL activities.
- Advanced experience conducting Initial, Rapid and In-depth needs assessments using qualitative and quantitative methods.
- Proficiency with digital data collection tools (especially KoboToolbox, CommCare, Red Rose) and visualization tools (PowerBI).
- Solid understanding of data protection requirements and red flags.
- In-depth knowledge of the Cluster System, humanitarian coordination mechanisms, logframe approaches, Theory of Change and institutional donor standards (EU, UNHCR, UNICEF, UN, etc.).
- Proven experience contributing technically to project design and proposals, including logframes and indicators.
- Experience in remote management and training, providing remote support and coaching to MEAL staff.
- Availability for frequent travel and field missions.
- Fluency in English (C1/C2). Knowledge of a second language: French, Spanish or Arabic.

Safeguarding and health
CESVI applies a zero-tolerance policy to any harm or exploitation of children or vulnerable adults by staff, related persons or partners. Safeguarding checks, including criminal record checks, are part of recruitment. CESVI also carries out an occupational health assessment before mission departures.

- Contract duration: from August to 31 December 2026, with possibility of extension.
- Salary: €2,600 - €2,800 gross per month.
