We are looking for a motivated and detail-oriented Junior Buyer / Public Procurement Specialist to join the Procurement Office of an international Contracting Authority. The successful candidate will support procurement activities for research and institutional needs, working closely with researchers, administrative teams and external suppliers. The role requires organisational skills, a proactive approach and the ability to handle multiple priorities in a multidisciplinary context. The position reports to the Head of the Public Procurement Office.

Main responsibilities

  • Analyse purchase requests from internal stakeholders and support procurement planning with the RUP (Project Manager / Sole Project Responsible Officer);
  • Identify the appropriate procurement procedures in compliance with public procurement legislation and internal rules;
  • Select and identify economic operators using Consip tools (MEPA, Framework Agreements, Conventions), other e-procurement platforms and market analysis, following regulatory thresholds;
  • Manage the e-procurement lifecycle and related digital procedures and platforms (e.g. request of Tender Identification Codes – CIG, update ANAC records, use of PAD / Consip “acquistinretepa.it”);
  • Verify contractors’ eligibility and absence of exclusion grounds via relevant databases and information systems (FVOE, INPS, Criminal Records Register, etc.);
  • Draft direct award decisions and supporting documentation pursuant to Article 50 of Legislative Decree no. 36/2023;
  • Handle purchase orders through digital procurement platforms, coordinate with suppliers and monitor deliveries and contract execution timelines;
  • Carry out legal and regulatory analyses on public procurement matters and continuously monitor legislative developments.

Requirements

  • Degree in Law, Economics, Political Science, Public Administration or related fields;
  • At least 3 years of professional experience in procurement or purchasing offices of Contracting Authorities or public sector organisations;
  • Proven experience with e-procurement processes, digital procurement procedures and platforms;
  • Solid knowledge of Public Procurement Law and ANAC regulations;
  • Familiarity with anti-corruption and transparency legislation and compliance activities;
  • Good understanding of public and private contracting procedures and practices;
  • Proficiency with Microsoft Office (Word, Excel), Internet tools and databases; ability to quickly learn new digital systems used by CMCC (e.g. SAP ERP);
  • Strong interpersonal and teamwork skills, reliability, flexibility, organisational ability, attention to detail and analytical thinking;
  • Very good command of English, written and spoken.

Duration, compensation and placement

The selected candidate will be based at the CMCC office in Lecce. The appointment is initially for 12 months, starting in September 2026. The gross annual salary ranges from EUR 30,000 to EUR 34,000, depending on qualifications and experience.
