Context: CESVI has an established presence in Venezuela through humanitarian and development programmes. Following the earthquake of 24 June 2026 in northern Venezuela, CESVI is expanding its emergency response to meet immediate needs of affected populations.

The response will prioritise rapid needs assessments, emergency relief and coordination with humanitarian partners, and will implement life-saving interventions such as shelter, WASH, protection, cash assistance and early recovery activities according to needs and available funding.

Role purpose

The Emergency Coordinator is responsible for ensuring the effective implementation of CESVI's humanitarian operations in Venezuela—particularly in earthquake-affected areas—supervising day-to-day programme activities and staff, and working closely with the Head of Mission and the Emergency Unit at HQ.

Key responsibilities

Emergency response management

  • Monitor the humanitarian situation and send regular context updates to the Head of Mission and HQ.
  • Lead rapid needs assessments in affected locations.
  • Design, update and implement emergency response plans and ensure activities are delivered in a timely manner.
  • Prepare weekly, monthly and ad hoc situation updates.
  • Support proposal development and donor reporting for emergency funding.

Coordination and representation

  • Represent CESVI in humanitarian coordination fora and relevant clusters.
  • Coordinate with government authorities, UN agencies, NGOs, the Red Cross Movement and local partners.
  • Maintain regular communication with donors and humanitarian stakeholders to promote information sharing and operational coordination.

Staff management

  • Supervise emergency response personnel and provide technical guidance.
  • Support the recruitment of additional staff when required.
  • Ensure staff safety and compliance with CESVI procedures and address performance issues in coordination with the Head of Mission.

Monitoring and accountability

  • Ensure compliance with donor requirements and CESVI MEAL procedures.
  • Monitor implementation and results, support accountability mechanisms and community feedback systems, and report on achievements and challenges in a timely manner.

Support functions management

  • Oversee emergency budgets and expenditures.
  • Coordinate procurement and logistics for emergency activities and ensure proper planning of movements and field missions.
  • Work closely with finance, logistics and HR departments to ensure operational support.

Safeguarding and health

CESVI maintains zero tolerance for any harm or exploitation of children or vulnerable adults by staff, related persons or partners. Safeguarding checks, including criminal record and background checks, are part of the recruitment process.

For staff safety and suitability, a pre-departure medical assessment by CESVI's Occupational Doctor is required; this includes review of vaccination status, including anti-Covid-19 vaccination.

Requisiti

Degree in International Cooperation, Development Studies or related field; 5–7 years' experience in emergency contexts with INGOs in a role comparable to Head of Mission/Emergency Coordinator; proven experience in first humanitarian response and emergency mission set-up; strong proposal writing skills for donors (EU/ECHO, UN agencies, AICS or similar) including budget development; proven ability to build networks and partnerships; strong negotiation and diplomacy skills; ability to manage relations with donors, partners and local authorities; good organisational skills, ability to follow procedures and meet deadlines; excellent analytical and problem-solving skills; flexibility to set priorities and adapt programmes; professional working proficiency in Spanish (spoken and written); availability to participate in photographs and video for CESVI communications; strong computer skills (Microsoft Word, Excel).
