Context and purpose
For over 30 years INTERSOS has operated in emergency and crisis contexts to deliver lifesaving and life-sustaining multi-sector assistance. As access to affected populations becomes more constrained by violence, political barriers and insecurity, ensuring safe and principled operational access and programme continuity is essential.
The Advisor is a senior role combining humanitarian access expertise with safety and security management and analysis. The postholder will support country teams to navigate complex environments, enable safe access and operational presence, supervise technical recruitment and performance for access/security staff, and manage mandatory inductions and training cycles. The role also provides capacity-strengthening to local partners and includes project management responsibilities within the Frontline Initiative funded by The Netherlands Refugee Foundation.
Main responsibilities
- Humanitarian context analysis: monitor operational contexts, identify threats and vulnerabilities, produce analyses and scenarios to inform strategic and operational decisions, and lead in-depth reflection papers as requested by senior management.
- Humanitarian access management: support development and implementation of access strategies, produce internal guidance and context-specific tools, advise on principled engagement and negotiations with authorities and armed actors, deliver access trainings and share lessons learnt across the organisation and with partners.
- Safety and security management: identify and mitigate safety and security risks, support application of Security Minimum Standards, design contingency plans, contribute to incident notification and analysis, participate in Incident Management Teams, advise during major crises and manage the access/security dossier for deployments.
- Capacity strengthening: extend security and access capacity to local partners through tailored support, training and access to operational standards and systems; design and update training materials incorporating gender-sensitive approaches.
Required profile and experience
- Advanced university degree (Master’s level) in a relevant field or equivalent professional experience.
- Minimum 7 years of experience in international humanitarian assistance with proven leadership in security management and humanitarian access in complex crises. Previous INTERSOS experience is a plus.
- Proven skills in context and conflict analysis, access negotiation, programme criticality assessment and operating in politically sensitive environments.
- Strong knowledge of International Humanitarian Law, humanitarian principles and security risk management with gender and conflict sensitivity.
- Experience designing and delivering trainings, mentoring and transferring technical skills to diverse audiences including local partners.
- Ability to analyse and clearly present complex access and security dynamics and to propose practical solutions.
- Excellent cross-cultural communication, negotiation and influencing skills; collaborative and empowering leadership style.
- Willingness and ability to travel frequently to fragile or conflict-affected contexts (at least 4 field visits over 12 months).
- Languages: fluent English and French are mandatory.

Benefits
Salary range: grade 12 - €3,690 - €4,245 monthly gross.
